Delhi, Excise Department, Government of Delhi has decided to implement Excise Supply Chain Information Management System (ESCIMS) in restaurants and bars from December 2012. The government believes this will bring efficiency and transparency in the supply chain system related to manufacture and sale of liquor – wine, beer, and hard liquor.
According to the new management system, all the bottles supplied in Delhi will carry a 2-D barcode, and software will be provided to all bar restaurants with special log in-password to enable them to place orders, make payments, maintain inventory, etc. TATA Consultancy Services is the implementing agency for ESCIMS.
The Excise Department in coordination with the implementing agency have held series of workshops for the manufacturers, bonded warehouses, and hotel and bar owners in the last couple of months to generate awareness about the programme and its operations and objectives. The Excise Department has started new barcoding for all the bottles, which will now be done at the manufacturers’ facility itself. According to the new system, even the end-consumer can verify the genuineness of the product. The system will also help in proper tracking of the products as well as prevent sale of spurious or illegal liquor in the capital.
The department has asked all restaurants and bars in the capital to put in place basic communication system, like a desktop with internet broadband connection as well as device to read the barcoding by October second week. From second week of October, the consultancy company will start imparting user training to all the outlets on the usage of the system. The system is believed to be fully implemented across Delhi from December 1, 2012.
